In order to strengthen its M&E system, CEPA under the auspices of the Parliamentary Human Rights Programme intends to hire the services of an independent consultant to provide M&E services as stipulated under the scope of work herein. This assignment will broadly involve the development of an M&E system for the organisation taking into consideration contextual realities and nature of the organisations programmes. The assignment to be undertaken by an individual consultant will also involve hands on training of the entire staffs spread over a three-month period to enable learning and sustainability of the system.
The Center for Policy Analysis (CEPA) has received funding from Diakonia to implement the Parliamentary Human Right Programme which is intended to strengthen Parliament’s legal and institutional mechanisms that uphold, protect and promote fundamental and other human rights and freedoms in the country. The assignment will cover the mandate and capacity of the Human Rights committee, the quality and quantity of committee orientation, a review of the application of the human rights checklist across parliament business and the performance of the committee since inception. CEPA therefore seeks the services of an independent consultant to undertake a baseline assessment of the performance of Parliament on issues of human rights protection and promotion with a specific focus on the centrality and roles of the Human Rights committee.
