Parliamentary Forum on Industrialization

The Forum makes a case for industrialization of Uganda and propelling the country to achieve the upper middle income status by 2040 as envisioned in the Vision 2040. Having worked with Parliament for almost a decade, the Centre for Policy Analysis (CEPA) has deduced that advocacy for reform may not necessarily come from outside, but within Government. The legislature as an appropriator of the national budget has the capacity to make fiscal reforms to drive up industrial development through support to various industrial supportive sectors of the economy. The multiplier effort of industrial development is not for just one sector but for all of Government. From roads and railways that transport goods, to education that trains youth to take up well paying industrial jobs, to agriculture that supplies inputs to factories.
